Miles, who lost to Julian Ramirez in a December runoff for an at-large seat on the Houston City Council, said she was told by Whitmire that Ramirez opposed her appointment.
Latinos will hold three seats on the 16-member Houston City Council, up from one in recent years, after the elections of Mario Castillo, Joaquin Martinez and Julian Ramirez. The city's population is nearly 45% Hispanic.
