I don't recall ever seeing Jolly Ranchers sold in Britain, in fact I only know of their existence from American books & movies.
But it seems that due to them containing certain additives that are legal in the US but not in the UK, they're now formally banned. But there are still black-market importers bringing in the DEADLY CANCER SWEETS ... or something.

Sweets from US company Jolly Ranchers could damage DNA and increase cancer risk, UK agency warns
A number of products from a brand of US sweets are "unsafe to eat" and contain ingredients which could damage DNA and increase the risk of cancer, the Food Standards Agency (FSA) has warned.
UK businesses and consumers are being urged to stop buying and selling the Jolly Ranchers products, owned by US company Hershey.
