> We have seen.. a positive relationship between U.S. aid, investment climate, and terror.... the terror is not a fortuitous spinoff but has a functional relationship to investment climate. Special tax privileges to foreign business and dependence on foreign investment for economic growth are not easy to achieve under a democratic order in this era of Third World nationalism. Neither are wage controls and other actions conducive to a favorable investment climate.
