Since I'm an Old Guy I remember the 1967 series The Prisoner had one episode just like this, where "jammers" deliberately distracted authorities.

Remember "jammers" from the TV show The Prisoner? These folks gently leaked the (false) rebellious deeds they were planning so that the Authorities would have to investigate them. To jam-up the investigation process. If everyone hints at plausible crimes, investigators get overwhelmed.
After a while the Authorities identified and just ignored all the jammers. Hence creating the environment where some of them could collude successfully on actual rebellion.
