How many migrants of all statuses will be kidnapped by people claiming to be I.C.E. agents amenable to bribery?

How many of those will in fact be I.C.E. agents?

I would guess that most won't…and those not employed by I.C.E. will in fact tend to be members of (this seems inevitable) criminal gangs. Gangs tend to know their own territories, and will generally have decent intelligence and so know who might have enough resources to be good prey.
