A failing stormwater pump caused by a power outage has left more than a foot of stagnant water flooding a well traveled intersection in Houston's Third Ward eight days after Hurricane Beryl.

How a power outage left this central Houston intersection underwater a week after Beryl

Temporary barricades have been blocking off a stretch of Elgin Street and Lockwood Drive since July 8, when the category one hurricane left many city streets flooded. The roadways meet at a dip underneath Interstate 45 on the north tip of the University of Houston campus.

Houston Mayor John Whitmire, who paused part of a Heights infrastructure project, said the redevelopment authority leading the initiative is willing to make changes. The city council member for the area urged him to move it forward as planned.

Redevelopment authority willing to make modifications to Shepherd-Durham project, Houston mayor says

Houston City Council member Abbie Kamin, who represents the Heights area, urged the mayor during Wednesday's council meeting to allow the project to move forward as planned, saying it has broad support and that the city is holding hostage millions of federal grant dollars while the fate of the project remains in question.
