My current philosophy (unless there's a good reason to be more limiting in a given setting) is to have a more vaguely defined pantheon in the setting, which players can adapt to their view of how a character interacts with the divine.

So in one setting there's The Transcendence & The Forty Companions, and in another setting, there's The One and The Ten Thousand Spirits.
