What counts as being in a city, a state, or a country?

"If you've been to a city's airport, can you say that you have been to that city?" I once had a question similar to that one from Donna Stonecipher's poem "Inlay 4 (Susan Sontag)" (from "The Cosmpolitan", 2008): What counts as having been in a state in the United States?
