@heidilifeldman This is good to hear, but it won't help that FEMA fired or reassigned all the staff writing on BRIC projects. All the allocated funding has been 'deobligated' and returned to Treasury accounts.

The states still have staff that can manage the grants from the recipient side, but the bureaucracy to implement the program is long gone.
