Blocking aid will result in unnecessary suffering and exacerbate the victims' plight. Everyone has a right to aid and assistance, regardless of their political or geographic situation. Imposing conditions can be seen as exploiting human suffering for political or ideological gain, which is manifestly unjust. There's a moral obligation to help those in distress. Failing to provide timely aid will lead to moral culpability for any preventable suffering or deaths that occur as a result.
