Early-’90s action movies really said “logic is optional, stereotypes are mandatory.” Deadly Target and Showdown in Little Tokyo are less buddy-cop thrillers than accidental documentaries about Hollywood’s brain on martial arts, cocaine, and vibes. Glorious, baffling nonsense.
