This is a startingly progressive change that the Office of Management and Budget is considering/putting into effect (am unclear) to use when making cost-benefit analyses. Under the current system, dollars are counted equally regardless of the income of who gets the benefit. So, for example giving a billionaire a $100 tax break paid for by taking away $100 from a person's SNAP benefits is considered budget neutral.
