The recent killings of Renée Good and Alex Pretti during the Trump administration’s immigration enforcement operations in Minneapolis are the latest in a pattern of dangerous, reckless law enforcement tactics that are terrorizing communities, costing lives, trampling on Americans’ constitutional rights, violating the law, and undermining actual immigration enforcement.

Since the start of the second term, the Trump administration has launched a series of immigration enforcement operations involving U.S. Immigration and Customs Enforcement (ICE), U.S. Customs and Border Protection (CBP), and other federal law enforcement agencies. These operations—involving masked, unidentified agents using aggressive tactics against both U.S. citizens and immigrants—have caused chaos across the United States. Many of these operations have been targeted against President Donald Trump’s political opponents, deploying large roving task forces to cities and states run by Democratic officials.

As an immediate next step, the Trump administration must pull ICE and U.S. Border Patrol agents out of Minneapolis and fire Secretary of Homeland Security Kristi Noem in order to prevent further tragedies in Minnesota. But the problems with this administration’s Department of Homeland Security (DHS) are far more widespread and demand meaningful reforms and accountability from Congress.

To immediately reform the Department of Homeland Security, the Center for American Progress recommends the following commonsense measures:

• DHS must be held to the same standard as local police and wear uniforms that clearly identify their agency, be unmasked, and be equipped with body-worn cameras during public enforcement actions.
• DHS must reform hiring, screening, and training to remove unqualified personnel.
• DHS personnel must be held accountable for improper uses of force and allegations of misconduct.
• DHS must preserve Americans’ constitutional rights and operate within the rule of law.
• DHS must enhance accountability to Congress and the public.

This militarized, unaccountable behavior by the Trump administration’s DHS and other federal law enforcement agencies is unlawful and unsafe. As their mission becomes increasingly politicized, these agencies are behaving more like regime secret police than federal law enforcement officials protecting the American public. It is critical that Congress, the courts, and a future administration demand and implement real reforms that keep our communities safe, protect rights and freedoms, and prevent overreach and abuse.

The reckless actions of ICE, CBP, and other federal law enforcement agencies during these raids have undermined the legitimacy of and public trust in law enforcement more broadly. State and local police from jurisdictions across the country, many of which have spent years building trusted relationships with communities, are seeing those relationships jeopardized by federal deployments that have made people, particularly immigrants, more cautious about engaging with the police and the legal system. Eroding trust in police makes communities less safe because effective public safety depends on cooperation between residents and law enforcement. When trust and law enforcement legitimacy break down, people are less likely to report crimes or cooperate with investigations—making it harder to solve crimes, hold offenders accountable, and prevent future violence.

The Truth About the One Big Beautiful Bill Act’s Cuts to Medicaid and Medicare

The Center for American Progress and The Arc break down the One Big Beautiful Bill Act, exposing how its deep cuts to Medicaid and Medicare will lead to benefit losses, increased paperwork requirements, and rural hospital closures that will hurt Americans—especially people with disabilities.

On July 3, Congress passed the sweeping, regressive One Big Beautiful Bill Act (OBBBA). Amid the self-imposed rush to deliver the bill to President Donald Trump’s desk by July 4, many Americans will be looking for information about the bill, which was largely debated in the dead of night and pushed through at breakneck speed. This confusion has only been exacerbated by misleading and inaccurate statements about how and whether the bill’s cuts will affect people with disabilities.

In this column, the Center for American Progress and The Arc address the rhetoric surrounding the bill and unpack the devastating impacts that its deep cuts to Medicaid and Medicare, in particular, will have on people with disabilities.

Those who need Medicaid most, including people with disabilities and the elderly, will be affected by the bill’s cuts

The nonpartisan Congressional Budget Office (CBO) estimated that the OBBBA will cut federal spending on Medicaid and Children’s Health Insurance Program (CHIP) benefits by $1.02 trillion, due in part to eliminating at least 10.5 million people from the programs by 2034. With new federal limits on Medicaid eligibility likely increasing the number of uninsured, along with other provisions that restrict states’ ability to raise revenue to fund their Medicaid programs, states will have to reevaluate their budgets to either supplement the spending or cut services. Research shows that when federal funding for Medicaid decreases, states tend to cut optional benefits such as home- and community-based (HCBS) first. It is nearly impossible to carve out a specific population, such as disabled people or elderly people, because the cuts to Medicaid funding will affect everyone due to hospital closures and health care workforce layoffs.

The bill will make it harder for states to fund home- and community-based services

The OBBBA creates a new category in 1915(c) HCBS waivers that will cover people who do not meet the existing requirement of needing an institutional level of care to receive HCBS. States would be allowed to apply to access this funding as long as their proposed program does not increase the average HCBS wait times for people who meet the need for institutional care. In order to implement this additional category, the federal government will provide $50 million in fiscal year 2026 and $100 million in fiscal year 2027. In 2020, average Medicaid per capita spending on HCBS was $36,275. Yet in the first year of the bill’s new HCBS waiver, funds from the bill would only be able to cover HCBS costs for about 27 people per state—without accounting for overhead spending or inflation. Moreover, states will be contending with massive federal funding losses due to the bill’s Medicaid cuts, which will likely lengthen wait times for HCBS, making them ineligible to establish the new category at all.

Medicaid paperwork requirements will cause eligible people to lose coverage

While some advocates of the One Big Beautiful Bill Act have claimed that it will “[stop] the subsidization of competent adults who are just choosing to not work,” the reality is that nearly all Medicaid recipients who aren’t automatically eligible based on Supplemental Security Income (SSI) or Social Security Disability Insurance (SSDI) and are able to work are already working. Indeed, only 8 percent of recipients between the ages of 19 and 64 who weren’t on SSI or SSDI in 2023 “[weren’t] working due to retirement, inability to find work, or other reason[s].” Those who were not working were statistically more likely to be older women who left the workforce to care for aging parents or children.

The OBBBA requires individuals to prove that they are working, engaging in community service, or receiving work training for at least 80 hours per month—or that they are enrolled in school part time—unless they qualify for an exemption. Medicaid enrollees who are trying to find a job, are having difficulty finding employment, or who lack reliable transportation to work would be penalized under this requirement. That includes at least more than 2.6 million adults with disabilities who don’t have SSI or SSDI and have difficulty working due to disability or illness.

Research indicates that paperwork requirements such as those in the bill—particularly for Medicaid—don’t increase employment rates and often increase overhead costs. A group of researchers evaluated the first year of paperwork reporting requirements in Arkansas and found that there was a significant loss of Medicaid coverage in the initial six months among eligible people and no significant change in employment. Georgia also implemented a trial program, called Pathways, that included paperwork requirements, and state caseworkers found the monthly verification of employment overly burdensome. To date, taxpayers have spent more than $86 million on Pathways only to have 6,500 participants enrolled in the first 18 months of the program—75 percent fewer enrollees than the state had estimated would participate in year one.

Below is the outline of my prepared remarks. I encourage you to join me and the other panelists for an informative and challenging discussion.

Opening remarks

• It’s an honor to be here today. Thank you for inviting me.
• It’s important to be clear and unequivocal that “cutting down on waste, fraud, and abuse” is a lie.
• A mistake some people on the left keep making is to hear terrible people telling us exactly what their goal is and what they’re doing to achieve it and choosing to believe, instead, the transparent lies they tell as a cover story.
• Continuing to give the Trump administration the benefit of the doubt is extremely dangerous. We need to recognize what we’re up against to understand how important it is to fight back.
• We know “waste, fraud, and abuse” is a lie because they told us. Grover Norquist told us. Steve Bannon told us. Russell Vought told us. Steve Miller told us. Elon Musk told us. Donald Trump told us. For Pete’s sake, Newt Gingrich told us; the path we’re on starts that far back, if not farther.
• In fact, DOGE and the Trump administration have told us they’re trying to do three things:
  • destroy effective governance;
  • make themselves and people like them richer and more powerful; and
  • hurt people who aren’t like them.
• There is endless evidence of all this, but our time is limited, so I’ll focus on my personal expertise, information security.
• DOGE has spent the last five months methodically demolishing the walls protecting sensitive data on individual Americans held by many agencies throughout the government, in clear violation of the Privacy Act and other federal laws and regulations.
• We can certainly envision a scenario where breaking down walls would help the government better serve the public. But why should we believe their lies when the truth is staring us in the face?
• What they are actually trying to do is make it easier to use government data to target their enemies and easier for that data to be used for other nefarious purposes both inside and outside government.
• This isn’t theoretical, we’ve already seen it start to play out.
• For example, the administration has taken the unprecedented and probably illegal step of marking thousands of non-citizens “dead” in the Social Security Administration’s death master file, with the explicit goal of destroying their ability to participate legally in the American economy, forcing them to self-deport.
• Also¸ the administration is openly using IRS data to target immigrants for arrest and deportation, in clear violation of federal regulations.
• Immigrants have been assured for 50 years, since the Privacy Act, that they can safely pay their taxes without concern that the data they submit to the IRS will be used against them; the administration is tossing that out the window with no regard for laws, regulations, or civil rights.
• The Trump administration isn’t going to stop at using data to go after immigrants. Many government agencies, including VA, have data which can be used to target trans people. Given the administration’s openly weaponized transphobia, it’s only a matter of time before they progress from forcing trans people out of public life to actively pursuing them.
• Immigrants and trans people aren’t the only ones at risk. Through his comments about treating blue states differently, Trump has made it clear that he will not hesitate to target anyone he considers an enemy. We’re all potential targets.
• Every authoritarian state uses massive surveillance and dossiers as essential tools of control. The Nazis had IBM, and the Trump administration has Palantir. The people may have changed, but the goal remains the same. As an information security professional who knows a thing or two about history, I’m not just worried; I’m terrified.

Closing remarks

• Every veteran took an oath to support and defend the Constitution against all enemies, foreign and domestic. I took that same oath on my first day at the U.S. Digital Service.
• Our Constitution stands on the edge of a precipice.
• We can sit on the sidelines like so many have done throughout history, or we can stand up and fight for our democracy and our future.
• Every one of us needs to be thinking, right now, in very concrete terms, what our answer will be when future generations ask us what we did in this moment.
• I, for one, refuse to be a bystander.

The Devastating Harms of House Republicans’ Big, ‘Beautiful’ Bill by State and Congressional District

Last week, House Republicans released long-awaited tax and budget proposals that would provide the top 5 percent of taxpayers with about $1.5 trillion in tax breaks. This windfall for the ultrawealthy would be paid for by gutting programs that create American jobs and help Americans afford the cost of basic needs, such as health care and groceries. If enacted, the bill would amount to the largest cuts to Medicaid and the Supplemental Nutrition Assistance Program (SNAP) in history; kill jobs; and jack up the cost of living in every region of the country. It’s no wonder a new analysis by the nonpartisan Congressional Budget Office (CBO) finds that the bill reduces resources for the poorest households while increasing them for the highest earners.
