My opinion is informed by my experience as a patient. I recently tried to get my own records: months of requests, fees to multiple providers, and eventually driving to a hospital to pay for paper records in person.
In 2026, this is a policy failure. Interoperability that excludes the patient isn’t interoperability. 2/4
I am submitting a brief to the Senate committee studying Bill S-5, Canada's health data interoperability bill. I support the bill but it doesn't go far enough.
The bill mandates that vendors build systems capable of sharing data. It doesn't address the privacy laws that prevent custodians from actually using that capability. And it does nothing for patient access to their own records.
