It appears that San Francisco is offering 'universal basic income' to transgender claimants, subject to income: https://t.co/dxwJt7J397. I have my doubts about UBI, (https://cbin.scot/wp-content/uploads/2019/04/Paul-Spicker-Some-reservations-about-basic-income-Exploring-Basic-Income-in-Scotland.pdf
) but if it's conditional it's not universal, and if it's means-tested, it's not what people mean by 'basic income'.
