I couldn't find a simple basic explanation of #BitcoinLightning / #LightningNetwork, so here's my understanding after a bit (not that much) of research:

It's federated.

Users have accounts with "lightning nodes", which directly or semi-directly communicate with each other. Actual Bitcoins are only transferred between them occasionally, while the information about a transaction is sent immediately.
