Authorities in Isfahan are misusing Article 49 of the Iranian Constitution— meant to recover property derived by illicit means—to seize the property, freeze bank accounts, and block routine transactions of Baha’is, without evidence, due process, or transparency. The money goes to the Supreme Leader, Ali Khamenei, who can use it to distribute patronage and so shore up his rule in the face of discontent.
