The major part of the problem with this is right there near the beginning - "initiatives are hard to measure or hard to do when we don’t know what people are doing at home". Well, what a surprise - "we don't know what people are doing". Management and understanding real productivity metrics is the issue, not bums-in-seats metrics.

He got a job selling Life Insurance so he could WFH full time.
His new employer has started a push to get everyone, including new employees back in the office full time. They don’t have enough office space so they have hot seat desks and if you come in and there isn’t a free desk, you miss out on a days work.
