America is only “at war” when its weapons are actively being fired - but only when US troops have physically invaded land borders with literal boots on another nation’s sovereign ground.
If weapons are deployed in the airspace of other countries or America does not recognize a target’s national sovereignty then it isn’t Constitutional war.
