I am of the opinion that if a 3.5ft high yellow sign in the crosswalk gets hit by a car and doesn't pop back up, it should count the same as a pedestrian fatality.
It means an 8 year old would have been squashed by an SUV or truck or something.
My wife argues that signs are not people and thus are a bad measure.

The pedestrian signal has the little white walking guy.
The people on the other side can't see him, though, because the utility pole is half a bus length before the stop line.
