@lauren every 30 years or so AT&T upper management has rotated out. For each 30 year cycle, they cut spending to increase stock value. Eventually they cut spending to politicians. Politicians stop protecting AT&T and AT&T gets it's hand slapped. Then the politicians start getting paid again and reduce regulation because they "fixed" the problem and don't need the regulation anymore. AT&T divides and renames all its services and increases prices. The cycle begins again.
