Turns out that Mastodon does not compress videos that you upload, though maybe this is an instance setting because it does have code for it https://github.com/mastodon/mastodon/blob/5c826c408db86c3b4abf4959c092ad4c5c807896/app/models/media_attachment.rb#L93

Also, thanks to the edit feature, I can go back and replace all the poorly transcoded gifs I've uploaded with nice clean mp4s
