Kapsch split into Kapsch Traffic Com and Kapsch Bussiness Com (https://www.k-business.com/)
After that Kapsch Bussiness Com was acquired recently by Cancom (https://www.cancom.at/).
You can try the latest known mail address and use @cancom.com instead of @kapsch.net
once in a while this pops up.
Back then in 2020 Scott from Signal made it once again clear in a GitHub issue post that this will not change:
