This is such a wild situation. Vanguard did some shenanigans in administration of its mutual funds that caused some investors to incur unnecessarily large tax bills. So a class of investors sued. That case reached a proposed settlement of $40 million. (1/?)

they negotiate a new settlement on top of what Vanguard is paying the SEC.
Which maybe isn't unfair, if you view them as kind of freeriding on the SEC's efforts - it's hard to tell.
