After taking this pic I fired up Marine Traffic and looked up the name of the ferry. It was the Golden Gate.

@Charlobo it's not! That looks like it has only two points of contact and no arm like in my photo. But thank you for sharing!
@jbenjamint I don't think it's going to be that terrible once I get used to the rack. Back in the day I mounted a bike on a Google shuttle, and the hook at the top helped line things up.

@jbenjamint Thanks! Appreciate the confirmation. I'm not excited about rushing to install it while standing behind a bus on 19th Ave, but here we are. Maybe I can throw it in the cargo compartment under the bus? I'll ask the driver.
After yet another Thule search, I think the arm is for clamping just the downtube.

Hey #BikeTooter!

How do I mount a bike on this type of bike rack?

I know that I hang the front wheel on the uppermost piece, and I know I ratchet in the front and back wheels on the top and bottom. But what about the arm? What does it clamp onto?

The rack is Thule, but I couldn't find this type of rack on the their site for instructions. Bonus points if you can find me exact instructions, or photos of a mounted bicycle.

If you're curious, this is a Genentech shuttle - I don't work for Genentech, but as someone working in Oyster Point I can ride their shuttles!
