Hey, look what made it into the ginormous Omnibus spending bill (for the time being): Skimming fraud protections for people receiving food assistance benefits via prepaid cards.

As I wrote about earlier this year, ATM and checkout lane skimmers disproportionately impact people receiving benefits via prepaid cards because:

a) those cards sell among the fastest in the underground markets because they are almost never canceled by the time they're used, and they are essentially worth whatever is in the account (i.e. cash in hand).

b) the victim has no recourse to reverse the fraud or stop it.

c) there are zero fraud controls on these cards.

That b) part is the worst, because people receiving state/federal benefits via prepaid cards are usually out of luck if they get skimmed. A few states, including California and Washington DC, will reimburse victims, but most do not.

In the past few months, several different state legal assistance groups that help the poor have reached out and are pushing for legal protections in their own states.

p.s. it's fscked up that this entire section on fraud and skimming is headed under "NUTRITION." Some people when they get skimmed get mad at their bank. Others go without food.
