Thanks for calling out the miniscule benefits from a federal hearing (jury panel, judge for life).

As a layman, I fail to see the "official duties" connection since CoS official duties shouldn't be involved in election interference.

Or, the President can't interfere in elections as part of official duties either, so how can his Chief of Staff?

RCV reduces the impact of 3rd parties as they get eliminated in 1st round, and such voter's second (or none) choice now play out head to head for the top ranked candidates.

See the AK win for Mary Peltola for a clear exhibition of a poor 3rd candidate leading to a good 1st candidate winning.

RCV is the way forward and it will suit everyone bar incumbent "career politicians" who escape split primaries today.
