Across California, local newspapers are struggling to survive. They are going out of business or being consolidated in hedge fund and private equity takeovers that leave our communities vulnerable. We intend to charge into the legislative session next year with policy proposals that will make it easier for ailing community newspapers to stay in community hands. We’re exploring requiring a waiting period and community notice before a sale (to give local stakeholders time to organize and gather capital), a right of first refusal for newspaper employees, and tax credits and interest-free loans to facilitate employee or community purchases. These ideas are sometimes called “replanting” -- helping an ailing plant but keeping it in the same local soil. Local journalism is a cornerstone of democracy. Without action, we risk losing these vital voices to corporate interests that prioritize profit over the public good. By advancing these proposals, California can lead the nation in protecting independent journalism and ensuring its sustainability for years to come. Local journalism isn’t just about reporting the news — it’s about holding power accountable, informing voters, and connecting people to their communities. Without it, our democracy suffers.
