Question for the #OpenStreetMap community.
How would you tag if a restaurant has a “discretionary” service charge?
I’m thinking
fee=conditional
charge:conditional=12.5%
If mandatory then I’d say fee=yes but the phrasing of these and the use of “discretionary” usually implies they’re optional

@pjacock no worries! Forks and PRs welcome. Considering refactoring it to be a bit more dynamic and work with all the council areas in Scotland at least so something like osm.aberdeen.opendata.scot etc. is available.
Can be modified in the meantime by updating the overpass queries in the _reports directory
