In a nutshell, he posits that Trump couldn't pardon all the January 6th insurrectionists, because he would have to pardon all the leaders as well, and the presidential pardon only accounts for federal crimes. And he and his people would be required to structure the parties in such a way that it would provide a roadmap for how each state could prosecute them.
