@AvengingFemme no, you’re right, in my opinion. defederation is an administrative decision—it’s not content or member management, but an entire policy change & action on behalf of the instance. it’s not moderation for someone to delete an instance, for example.

that’s why there’s a difference between mods and admins in the first place—mods can’t make instance-wide decisions because that’s not moderation.
