Not very likely. She's killing program, the rate so low it acts more like a pesky toll, when it is not effective in 6 mo, scrap it. Pretend it's a win when YOU NEVER EVEN TRIED THE PLAN.
The rate should NOT be set @ 15 though that number would be far more effective. It should vary by the rate of traffic. Low, easy flowing? Maybe it's a couple bucks or free. If it's worse than normal the rate shoudl gradually creep up, even capping at 23 doesn't mean it will get there.

Will car users save? yes. but why does this matter? Cars are expensive and we subsidize them heavily on city, state, and federal level. This policy when enacted corretly will result in better traffic times for all, including those using bus transit!
Will the congestion price act as a deterrent to drivers at 9 bucks?

The *compromised* number was 15. It was negotiated down to that. She meddles with the program, delays it by months then chops the number down from $15 by a whopping 40% clearance sale to a mere 9 bucks.
