Police in the Philippines again appear responsible for the fatal beating of a man in their custody. Videos of the incident, which went viral, allegedly show Police Staff Sergeant Ronald Gamayon of the Southern Leyte provincial police beating Gilbert Ranes with his bare hands on a busy street in Maasin City.

This betrays the Philippine government's mindset about the GSP+ human rights mechanism. The government is never serious about it and has done nothing but find ways to circumvent it. So it is pointless to expect Manila to abide by its GSP+ commitments.

The burden, really, to make GSP+ work is with the EU.
