@jensimmons both answers to your question are valid - because two independent interoperable implementations easily CAN form the basis of a web standard. One implementation does not - that's a spec, not a standard. But no single implementer gets to "say no" in a way that blocks other implementors from interoperating and creating a web standard; they can raise concerns, but no single implementer gets veto power. /cc @jyasskin
