Look at the EU's GDPR. Clearly it's possible for tech companies to be reined in, so how did things get so out of control in the US?
Back in 2012 the Obama Administration floated something called an "Internet Bill of Rights" and again in 2018 apparently Nancy Pelosi tasked Rep. Ro Khanna (D-CA) with this initiative.
