The Department of Telecommunications's refusal to provide submissions to its draft Telecom Bill is concerning, as it has invoked a carve-out in the RTI Act aimed at protecting Parliamentary records. This reasoning could allow all kinds of information to hide in cabinet papers, and sets a worrying precedent for the right to information.
