This time there were five cards for purchase with values of 7+, early in the game, which couldn't be bought, so I blew them up with the Family Atomics. Thereafter we didn't get a card over 4 cost.
There seem to be problems of consistency in Uprising.

@iain @aforandy I previously thought access to factions in Uprising was limited, so spy support was required, but in this game I had two 'Truthsayers', which are the same as Diplomacy cards, with an additional Bene Gesserit tag. And spies wouldn't be that useful.
