The Ukraine never hurt or threatened Russia. Iran directly threatend Israel, and went to extreme measures towards this goal, incl. developing a military nuclear programme, funding terrorist groups such as Hezbollah, etc,
Iran aims directly at civillian populations using cluster-bomb missiles (a plain crime of war), while Israel does its best (mostly successfully) to avoid any civillian casualty, even when targets are located at or near civillian population centers.
