I am a European Studies student, and here’s how the EU system works is: European Commission makes a set of rules and laws, European Parliament approves those laws (it was unclear whether that has already happened). After the law was approved and put into effect the parliament will check whether the laws have worked as intended, if not they can amend the law together with the Council.
