This beautiful looking boy should have the world at his feet but my thoughts on this tragedy is that it may be wrong to put the blame entirely on the council. We shouldn't forget that councils have had their funding slashed through ideological policies and tories voted against a bill forcing landlords to render properties fit for human habitation. Successive tory governments are to blame.
