This random comment has given me my new favourite argument for removing fares from public transit.

The late Iain M. Banks introduced the idea of an "outside-context problem", an event which your society and culture have never considered and to which you have no collective means to respond.

I find myself thinking that there's no reason a whole society has to be one culture. It's looking a lot like for two thirds of the population, maybe more, a pandemic is entirely comprehensible. For the other third, it's an outside-context-problem. It's closer to "can't think about" than "won't".
