@gem_abbott it's very baby > bathwater this. Any appointment mechanism is going to be elitist in effect - but if the elite in question is one based on expertise, that's probably as good as it gets for a revising chamber. But, as usual in the UK, it's so connected to everything else that a year zero new constitution approach is probably the only way go.
