That would be a cheeky way to circumvent the intention of the legislation. Fortunately, as @[email protected] mentioned, some places are getting these laws put in place.
I, too, am wary of these laws passed by those that might not understand the technology they’re legislating. Especially when so many of our laws get written by the corporations in the first place. The things you and I suspect could easily be done, only for authorities to be caught and fined one percent of one percent of the profits they made by doing so.
Time will tell I suppose. It’s a lovely grey day in this dystopia we find ourselves living in. Time to take another blue pill.

Anyway not entirely sure how it’s related to my initial comment in this thread, unless the connection being made is the British Empire being marginally similar to the European Union in that it is a collection of countries that may or may not be geographical neighbours? I think the whole bit about one of those collections being voluntary and the other… less so.
But I appreciate the contribution all the same, I’ll put it in the guest room.

Assuming there is some sort of vertical frame support, I wouldn’t be concerned. The contact point with the wheels would allow for the bike to tilt slightly, enough for the vertical support to take the pressure and stabilize the bike.
I’ve had my bikes on bus mounted racks for thousands of hours and the vertical support there is only on the front wheel - doesn’t touch the frame at all. So far, damage free.
I think if I was going to get a rack for a personal vehicle, I’d want it like the bus style. No straps or clips or anything, easy one handed mounting and dismounting.
