Absolutely this. When I lived in Columbus, the library system had a policy that if someone requested an eBook from a list of recognized legitimate publishers, it was an automatic purchase. Otherwise, it was case-by-case. But I don't live in Columbus any more, and my local library system -- while well-funded -- doesn't have a massive eBook budget and can't answer a lot of requests to add to Overdrive.
