I’m experiencing the same issues with priority podcasts. I’ve found if you go to the playlist settings page and hit the sort option again (mine is oldest to newest) it’ll re-sort it based on the priority lists. It seems as though it’s not triggering the sort for some reason? I dunno why but the fixes it for me temporarily
