Ryan Wade@Xenia well, in China, government dare not admit internet censorship nor do they use judicial process and arrest someone. They just shutdown the network of territorial VPNs, but those run in Hong Kong are not affected, even those actually controlled by mainland citizens, so, in fact, they just turn a blind eye to them.
