We currently require all satellites either de-orbit before stationkeeping ends (burning up in the atmosphere) or raise themselves to a higher graveyard orbit where they will continue circling the planet for a billion years or so.

This is a mistake along the same lines of polluting our atmosphere or our oceans because they once seemed so impossibly vast. We should bury the idea of the graveyard orbit forever, and require that all satellites be removed from Earth orbit at end of life.
