Massoud Barzani leader of KDP has since August 2015 no legal mandate for being president.
The parliement couldn't define how to interact in future and is on hold.
Massoud Barzani still acts as being legitimate president.
The referendum was started through him. Other parties had resistance.
'Gorran movment' was one of them.
All important positions which been hold by gorran are now taken by Bazani tribe.
