@rms At least one country will never agree to this: USA. Back in the day it didn't sign Kyoto either. That's because it still heavily depends on fossil fuels and the profits which come with it.
And I wonder how much fuel was wasted because of the Iran war alone which lead to nothing but death.
Also, nobody ever asked if BP paid up in full for the damage the explosion of Deep Water Horizon caused, which they promised. So what makes the UN think that the oil companies are going to pay now?
