@TheBreadmonkey i assume? the reason for this is some department head is getting paid based on clicks of that button, but not necessarily follow through on actually signing up. I could be wrong though.

@TheBreadmonkey Spotted a new one the other day, sadly I can't remember the website as I binned it after a few seconds
I use Waterfox, a fork of Firefox
It has a nice tool for viewing a website as text
I followed a link & half the page was obscured by a popup that was half off the page as well & no buttons were visible on the popup
So I tried viewing as text which briefly displayed before returning to the original display with the popup
Tried again got the same result so I binned the site
